General Director of the Institute of Innovation and Technology Transfer of Nuevo León
More than 40 years of experience in the areas of Research, Scientific and Technological Development, Innovation and Business Management. He is a Mechanical Electrical Engineer from the National Autonomous University of Mexico (UNAM) and served as a professor at the
Faculty of Engineering for more than 15 years. He has specialized studies in areas of strategic planning, quality systems, research and technological development. He was awarded a Doctor of Engineering degree from the University of Sheffield, England. He has held the position of General Director of the National Council of Science and Technology (CONACYT) from January 2001 to September 2005. From 1990 to 2000, he was General Director of Technology in internationally recognized private companies such as Vitro and Cydsa. He has worked as Technical Director of Associated Companies of the SIDERMEX Group, General Director of the Mexican Institute for Manufacturing Research and National Director of the Technological Research Centers Program at CONACYT. He received the Decoration of the Order of Merit of the German Republic in the rank of Grand Officer, for his achievements in improving employment prospects and training opportunities for young people, promoting the creation of new technology-based businesses and the innovation in Mexican companies, and for their commitment to enriching relations between Mexico and Germany.
In recognition of his contributions to administrative and legal reforms to national science and technology policies and international cooperation, he was distinguished as a member of the Mexican Academy of International Law. He served as Visiting Professor at the University of Texas in the graduate area of Science and Technology and is a member of the International Council of the Institute for Innovation and Competitiveness (IC2) of said University. He was a member of the Business Editorial Board of the newspaper El Norte, he is a member of the Board of the Monterrey Competitiveness Center and of the National Innovation Committee of the Ministry of Economy. He is a member of the Board of seven Conacyt Research Centers in the areas of mechatronics, biotechnology, advanced materials, energy, water and manufacturing. He is part of the Steering Committee of the ADIAT (Mexican Association of Directors of Applied Research and Technological Development), he is a Counselor for Postgraduate Research and Innovation at the Instituto Tecnológico de Estudios Superiores de Monterrey and a Counselor at Laboratorios Silanes, SA de CV. In 2015 he received the Leadership Award from the Association of University Research Parks (AURP). In 2017, the Autonomous University of Nuevo León awarded him an Honoris Causa Doctorate for his contributions to science, technology and innovation. He was President of the Academy of Engineering during the period June 2016-June 2018. He is currently a member of the Board of Directors of the International Association of Science Parks (IASP), he holds the position of General Director of the Institute of Innovation and Technology Transfer of Nuevo León .
